NATIONAL RULES
INTRODUCTION AND DEFINITIONS
1. Preamble
These Rules are established so that competitors and teams of competitors may compete against each other under fair and equal conditions. They can, however, never cover every eventuality. Matters, which cannot be resolved by interpreting the rules to the letter, shall be resolved in the spirit of the Rules to obtain a solution, which fairly represents the ethics, integrity and spirit of the sport. Recourse to FEI Rules is permitted when appropriate and authorized by NF.
It is the absolute, sole and personal responsibility of all Officials and persons registered with the Federation to be fully familiar with all published Rules, Regulations and Instructions of the Federation, as ignorance of any such Rules, Regulations or Instructions will never be accepted as a valid excuse for, nor as mitigation for, transgressions which may occur. Club Managers are requested to ensure ease of availability to copies of all NF Rules to all riders under their supervision.
2. Rules
These Rules have been drawn up in the broadest possible spirit to allow Organisers of events as much freedom as possible in the preparation and management of their programmes.
3. Application of Rules
The Show Jumping Rules of The United Arab Emirates Equestrian & Racing Federation (UAE EQST & RAC.FED), [NF], shall apply to all events held under the auspices of the NF, rather than International Events, which must be held under the Rules of the Federation Equestre International (FEI). The NF may, in the interest of the discipline amend these Rules as it deems necessary from time to time.
4. Financial Responsibility
The NF accepts no financial responsibility whatsoever for events held under its auspices or under its rules.
5. Definitions
Terms used in these Rules are defined as follows:
The Federation:
UAE EQUESTRIAN & RACING. FEDERATION. or NF or The Executive Committee of The United Arab Emirates Equestrian & Racing Federation
Rules: The Rules of The UAE Equestrian and Racing Federation.
Registered Person:
Any paid up person for the year current with The United Arab Emirates Equestrian & Racing Federation.
Person Responsible:
In all cases the rider is deemed to be the Person Responsible (P.R).
Judge:
A member of the Judges' panel appointed by the Federation.
Organisers:
The organizer or organizing committee recognized by the NF and responsible for organizing any equestrian event.
Horse: Includes mare and pony.
Event : The term "event" refers to the complete meeting, show or concours under the control of the Organisers.
Competition :
The term "competition" refers to each individual class for which placings and prizes are awarded.
Discipline :
The term "discipline" refers to the type of event or competition which can be either, Jumping, Dressage, Combined Event, or any other which the Federation may decide. "Events" may include "competitions" for more than one "discipline".
Year :
The year commences on 1st January and ends on the 31st December, as per FEI.
Show Ground :
The area in which the ring/arena, collecting ring, exercise/assembly areas, transport parks and stabling are situated.
Guardian :
A person, duly authorized to act on behalf of the person legally responsible for the under age individual.
Agent :
An employee of, or other person, who is duly authorized by, an Owner or person registered with the NF, to be their person responsible in particular areas.
Trainer
A person who's normal employment/appointment in UAE is that of Show Jumping Trainer or a person officially appointed by NF to act as Official Trainer.
GENERAL RULES
Code of Conduct For The Welfare of the Horse: 1. In all equestrian disciplines the horse must be considered paramount
2. The well being of the horse shall be above all demands of breeders, trainers, owners, riders, dealers, Organisers, officials or any agent of such persons.
3. All handling and veterinary treatment must ensure the health and welfare of the horse
4. The highest standards of nutrition, health sanitation and safety shall be encouraged and maintained at all times.
5. Adequate provision must be made for ventilation, feeding, watering and maintaining a healthy environment during transportation.
6. Emphasis should be placed on increasing education in training and equestrian practices and on promoting scientific studies in equine health.
7. In the interest of the horse the fitness and competence of the rider, his groom or any other agent, shall be regarded as essential.
8. All riding and training methods must take account of the horse as a living entity and must not include any equipment or technique considered by the NF or the F.E.I. to be abusive.
9. The UAE Equestrian and Racing Federation hereby establishes a control in order that all persons under its jurisdiction, their agents or guardians respect the welfare of the horse.
10. The National and International Rules and Regulations in equestrian sport regarding health and welfare of the horse must be adhered to not only during National and International competition but also in training.
11. Compliance with this Code of Conduct is a pre-requisite of all persons registered with UAE Equestrian and Racing Federation, and their agents or guardians.
Code of Conduct Federation Officials
Mission The Mission of all Federation Officials is to promote, guide, develop and manage Equestrianism throughout The United Arab Emirates in the particular aspects delegated to them, from time to time, by the NF.
The principle obligations include To act with integrity in all matters. To represent the Federation effectively, loyally, diligently and impartially. To consistently perform assigned duties in a manner best suited to achieve the Federation's Mission. To monitor Equestrianism world-wide in order that they and the Federation remain up-to-date with International developments.
Federation Officials Shall Be fully conversant with all Rules and Regulations relative to their assigned duties. Attend their assigned duties on time and fully prepared. Dress neatly and tidily. Males: Shirt and Tie, or National Dress. Sports wear not permitted. During their official term of duty shall avoid associating with persons other than other acting Officials.
100 Federation Powers 100.1 Notwithstanding anything stipulated or omitted in these Rules, the Federation shall have full and complete power to omit, amend and interpret these Rules at their absolute discretion and to give or to withhold any explanation of their decisions and to publicize in any manner which it deems fit, including the general media, the results of its decisions. Furthermore, in addition to these published Rules, the NF may, from time to time, issue and enact such additional Instructions, Regulations and Conditions as it deems fit.
100.2 The Federation shall in particular be empowered to direct the Organisers to refuse any entry with or without stating reasons; it shall be the sole judge of the qualification of any horse or rider to compete in any particular class and may, at its discretion, refuse the entry or transfer the entry of any such horse or rider to any lower or higher ranking class.
100.3 The Federation may, from time to time, and its sole discretion, have the power to delegate such duties, responsibilities and authority as it deems fit, to any individual, committee or sub-committee, and thus authorizing such groupings to act with authority on its behalf. 100.4. The Official Federation Representative will be the Senior Official at all Events.
101 - UNForeseen Circumstances
101.1 Every eventuality cannot be provided for in these Rules. In any uNForeseen or exceptional circumstances, it is the duty of the Jury to make a decision in a sporting spirit and approaching as nearly as possible to the intention of these Rules.
101.2. In the event of any ambiguity with the interpretation of NF Rules, the version published in English language will take precedence over versions in any other language.
JUDGES AND OFFICIALS
102 - Judges
Judges and Officials will at all times be subject to their Code of Practice, together with all Rules, Regulations and Instructions of the NF. Judging will be conducted through the medium of English.
102.1 The Federation shall appoint a panel of persons to act as Judges for Show Jumping competitions and shall publish each year a list of the persons so appointed. Judges shall be appointed at the sole discretion of the Federation upon recommendation and with such qualifications as the Federation shall in each case require.
102.2 The Federation is empowered to re appoint or remove any person on the panel of Judges.
102.3 The Federation will appoint all Officials (including Judges) for each Event. Only those persons who are on the approved panels of Judges/Stewards/Course Designers/Veterinary Surgeons may be appointed to officiate at an event. The Organisers must appoint a Treating Veterinary Surgeon, a writer, a timekeeper and such clerks as required, for the Ground Jury. The Organizers are also required to provide the Call-Up Steward/s.
102.4 The Ground Jury is responsible for the approval of the course, together with the technical judging of all individual and team competitions, the final placing of competitors, and settling all problems, which may arise during the course of the competition. 102.5 Show jumping competitions will be judged by a Ground Jury of at least three (3) Judges drawn from the panel of Judges with the Senior Judge normally acting as President of the Ground Jury. The President of the Ground Jury retains the ultimate responsibility for all matters, including those duties delegated by him.
103 Course Designers
103.1 The Federation shall appoint persons to act as Course Designers. Appointment as an approved Course Designer shall be in the sole discretion of the Federation, and upon such recommendation and with such qualifications as the Federation shall in each case require.
103.2 Each year the Federation shall publish a list of approved Course Designers, and shall be empowered to re-appoint or remove any person on the list.
103.3 The Federation shall appoint the acting Course Designer for each Event.
104 Technical Delegate
104.1 The Federation may appoint a Technical Delegate for an event, who will operate subject to the President of Ground Jury. The President of the Ground Jury may delegate such duties as he decides to the Technical Delegate and these would normally include:
1.1 to inspect the arena, practice area and stabling and satisfy himself that these areas meet the requirements of the Rules and are suitable for the purpose intended.
1.2 to continue to supervise the technical conduct of the event after he has indicated to the Jury that he is satisfied with the arrangements;
1.3 to instruct the organizer, as appropriate, to make any alterations to matters which come under his jurisdiction, which he considers necessary.
1.4 if there is no Technical Delegate, the President of the Ground Jury retains direct responsibility.
106 Stewards
106.1 The Federation will appoint the NF Steward for each event, who will act subject to the President of Ground Jury, and such an NF Steward will be in charge of the collecting ring, exercise arena, stabling area and other locations thought necessary, and who will report any transgressions of NF Rules to the President of Ground Jury. The NF Steward must not be the Call-up Steward.
107 Water Jump Judge
107.1 If a water jump is included in the course a Judge or other suitably competent person, will be appointed by President of Ground Jury to judge the fence. The water jump Judge must stand or sit in direct line with the landing edge of the water when judging this obstacle and signal an iNFringement by waving a red flag. He may not judge this obstacle from the Jury Box.
108 - Jump/Arena Stewards
108.1 In Show-Jumping competitions where the start or finish lines, or any obstacles to be jumped are obscured from vision from Jury Box, additional Judge/s, or other suitably competent person/s, will be appointed by President of Ground Jury, and must be positioned appropriately in the arena throughout the competition.
COMPETITORS
109 Conduct
109.1 No Official, Owner, Rider. Trainer, Agent or Guardian at an event shall:
1.1 Argue with a Judge or Official or use abusive, threatening or unseemly language or behave with incivility or contempt towards a Judge or Show Official;
1.2 Conduct himself in a manner which is offensive to the public or detrimental to the character or prejudicial to the interests of the NF; 1.3 Ill treat a horse in any way whether inside or outside the arena; 1.4 Jump or attempt to jump any obstacle in the arena at a show except when actually taking part in a competition or with special permission from the Judge and then only provided that neither he nor his horse competes in any further competition in that arena during the remainder of the event;
1.5 Allow a horse to be rapped or jump a pole or obstacle, which is held by hand or fixed/locked in any manner, in the collecting ring or anywhere on or in the vicinity of the show ground; Or use/jump a fence (including Caveletti type series/walking poles etc) which has been constructed in a manner which is contrary to FEI Rules.
1.6 Make either orally or in writing, to an officer of the Federation, the Jury or the Organizer, a statement on any matter covered by the Rules, which he knows to be untrue;
1.7 Compete as owner or rider in a competition for which the horse or the rider are not fully eligible;
1.8 Having started in a competition, willfully incur elimination;
1.9 Unreasonably refuse to assist the Federation at any inquiry.
1.10 Offend in any way the Codes of Conduct as published in this Rule Book
1.11 Behave in a manner, which brings the Country, the Sport or the NF into disrepute.
109.2 Any person who commits a breach of any part of this rule shall be deemed to be guilty of unseemly conduct, and in respect of a breach of sub paragraphs 1.1 to 1.11 shall be eliminated from the competition by the Jury, and/or referred to the Federation.
110 - Inquiry by Federation
110.1 The Federation shall have the power to consider the conduct of any official, owner, competitor, trainer, authorized agent or guardian (whether or not an objection has been lodged or report made to the Federation) and where in the opinion of the Federation such a person has been guilty of unseemly conduct, has brought the Country, the Sport or the NF into disrepute or offended the Codes of Conduct published in this Rule Book or the published Rules of the Federation, may at its discretion, subject such conditions as they may see fit to impose, which may include any or more of the following:
1.1 That any such person shall be suspended from all or any of the rights and privileges of membership for a period or indefinitely.
1.2 That such person shall be debarred for a period or indefinitely from competing, or in any way taking part (including acting as NF Official and/or trainer/coach) or entering any horse in a competition at an event;
1.3 That such person shall be given a reprimand;
1.4 That any horse belonging to or being ridden by such persons at the time of the unseemly conduct shall be debarred from being entered, jumped, shown, or otherwise taking part in any competition at an event for a period or indefinitely.
110.2 Any official or person registered with the Federation, their agent or guardian, who is suspended pursuant to the Rules, shall not, during the period of suspension, be eligible to serve as a member of the Federation in any capacity or be appointed as an Official (any capacity) for any event.
110.3 No entry for a competition may be accepted by the Organisers in respect of any person or competitor or their respective agent or guardian, who has been suspended or any horse which has been debarred for a specified period pursuant to these Rules, and any entry accepted in contravention of these Rules shall be void.
110.4 The powers provided under these Rules are in addition and without prejudice to the powers of expulsion from membership of the NF conferred upon the Federation by the Federation's Memorandum and Article of Association.
110.5 No person, competitor, agent or guardian shall be entitled to, but may with the leave of the Federation, be represented when appearing before the Federation.
111 - Saluting
111.1 Each competitor must salute the Jury as a matter of courtesy at the start of Show Jumping competitions unless the Jury gives other instructions. Removal of the hat is unnecessary.
112 - Dress
112.1 Competitors must wear the dress appropriate to the competitions (Art 113) and be properly dressed when appearing before spectators, media or whenever they are in the coNFines of the arena and at the presentation of prizes. In very warm weather, the Jury may permit competitors to remove their jackets. If competitors are not properly dressed, it is recommended that the Jury should refuse to allow them to compete.
112.2 When numbers are issued to competitors the correct numbers must be worn (by horses) when taking part in competitions and at all times during the Show.
112.3 Competitors or their horses are not permitted to carry or wear any form of advertising material while in the arena, unless specifically permitted by the NF.
112.4 Competitors are obliged to parade mounted, properly attired (refer Art 113) to receive their prizes. It is recommended that failure to do so should incur elimination and forfeiture of prize/prize money, and points
113- Dress Code
Service Dress or Hacking Jacket, shirt with tie or stock, breeches and long boots will be worn. International Dress will not be worn in National classes other than in Category A1 and Federation Championships, where those entitled to wear UAE International Uniform may be required to do so. Riders who have not represented UAE in International Events may not wear International Dress in any class.
113.1 All Riders and competitors, including those wearing Service Dress, must wear approved and properly fitted protective headgear, which must be correctly secured by safety straps of the appropriate pattern, at all time whilst mounted.
114 Whips
114.1 No competitor may use or permit to be used in or in the vicinity of the show ground a whip, which is weighted at the end.
114.2 Whips must have a form of protection to prevent the end of the whip injuring the horse.
114.3 No substitute for a whip may be carried in or in the vicinity of the show ground.
114.4 No whip exceeding 75cms in length overall may be carried whilst jumping.
114.5 Whips may be carried in either hand, but only in the left hand when saluting.
114.6 If in the opinion of the Jury, a competitor misuses a whip, he may be eliminated.
114.7 Whips must coNForm to FEI Rules.
115 - Spurs
115.1 Spurs are permitted in all competitions with the exception of those limited to Category D Riders and/or those coNFined to 'Young Horses'. Spurs capable of wounding the horse or made of plastic are forbidden.
115.2 Spurs must comply with FEI Rules.
116 Saddlery and equipment
116.1 Saddlery and equipment must coNForm to these General Rules and to the Special Rules for each discipline, and with FEI Rules, as appropriate.
116.2 Blinkers, hoods and visors are prohibited in all competitions. 116.3 The use of wire, string, twine, cord or any object similar in purpose, in or around a horse's mouth is forbidden. 116.4 No item of saddlery or equipment may be misused. 116.5. Standing martingales are forbidden.
117 Participation in International Events
117.1 Only riders who are registered with the Federation and who have been either selected or approved by the Federation may compete in International Events. Application to compete in FEI Competitions (all levels) must be made in writing to the NF, for consideration by the appropriate committee.
117.2 Only those riders who are selected to or have previously represent United Arab Emirates at an International event shall be entitled to wear the small flag or badge of U.A.E. on their jackets, or to carry saddlecloths bearing these symbols.
117.3 Riders selected for Team Competitions, who withdraw subsequent to such selection without observing the correct protocol, may be subject to disciplinary action by NF
118 Chef d'Equipe
118.1 The Chef d'Equipe, Team Manager or his duly authorized deputy, selected and approved by N.F, in charge of a team participating in an International Event, training course, team visit or tour (whether taking place in U.A.E. or in another country) shall be entitled at his discretion to regulate, control, take cognizance of and adjudicate upon the conduct of team members and may suspend a team member from competing or taking part in any competition or other activity taking place during such international event, training course, team visit or tour.
CRUELTY AND DOPING
119.1 Cruelty to horses at any time is forbidden and is regarded by the Federation with the utmost seriousness. Those considered as not showing due care to their horse will be considered to be in breach of this rule. Adherence to the Codes of Conduct, published in this Rule Book, is mandatory.
119.2 Cruelty can be defined as causing pain or discomfort to a horse. For example, an act of cruelty may include be any of the following:
2.1 To whip or beat a horse excessively
2.2 To subject a horse to any kind of electric shock device
2.3 To use spurs, or to jab the horse in the mouth with the bit, or to use any element of saddlery excessively.
2.4 To continue riding, exercising, remount or attempt to remount, or to permit a third party to so do, an obviously exhausted, sick, lame or injured horse
2.5 To "rap" a horse anywhere in or outside the grounds of the event 2.6 To hyper-sensitize or de-sensitize any part of a horse
2.7 To leave a horse without adequate ventilation, food, drink or exercise, or to house a horse in a stable considered unsuitable.
2.8 To transport a horse in a vehicle considered unsuitable.
119.3 Any such incidents and any other case of cruelty must be reported immediately to the Ground Jury (if the incident occurs during the period of jurisdiction of the Ground Jury) or the Appeal Committee (if the incident occurs at any other time during the event).
119.4 Officials or any other person, reporting a case of cruelty should secure one or more witnesses that have seen the incident, or any other form of evidence, and present such evidence to the Federation to which the report is addressed, or obtain written statements from them, duly signed and dated, together with their names and addresses. Dated photographs and/or videos may also be submitted. 119.5 Cases of cruelty reported after the end of an event should be addressed to the Secretary General for the attention of the Higher Committee Show Jumping.
119.6 Reports lodged with the Secretary General more than 10 days after the Event has taken place will not be considered.
119.7 Any person found guilty of committing a definite act of cruelty will be liable to the most severe penalties, which may include expulsion from the Federation and disqualification for life from participation in equestrian disciplines.
119.8 Any person who is considered to offend The Codes of Conduct, as published in this Book of Rules, will be considered to be in breach of this rule.
120 - Doping
120.1 It is forbidden for any rider or horse to take part in any competition whilst under the iNFluence of any drug, stimulant, sedative or any substance included on FEI, IOC or UAE Olympic Council's list of prohibited substances. Appropriate tests may be taken at any time by a medical or veterinary practitioner authorized by either UAE Olympic Council, the FEI, the I.O.C or the NF Infringement of this rule may incur the maximum penalty of disqualification and expulsion for life from NF. Random Medication Control Programme (MCP) will be conducted by FEI/NF Official Veterinary Officers, as directed by FEI/NF, throughout the season. Procedures as per FEI current best practice protocol. Ref: Art 133 and Annex B.
120.2 If during an event a horse requires treatment by veterinary surgeon, the treating veterinary surgeon must immediately iNForm the President of the Ground Jury and the veterinary surgeon appointed by NF. The NF veterinary surgeon will verify the expediency of the treatment given and then make a written report to the President, who will decide whether the horse is to be allowed to continue or is to be disqualified from the remainder of the event. Should substances on the List of Banned substances (NF, FEI, IOC or UAE O.C) be considered necessary by the treating veterinary surgeon the horse will be automatically excluded from further participation at the Event.
OBJECTIONS
121 Submission of Objections
121.1 For an objection to be valid it must be in writing, addressed to the President of the Ground Jury, be accompanied by a deposit of 200 AED and lodged with the NF Steward. Such a deposit will be refunded if the objection is considered to be valid; otherwise the NF will retain it. The written objection should include the fullest details, including the Article Number/s allegedly offended. Written/signed/dated reports from witnesses, and dated photographs and/or videos may be included.
121.2 An objection does not include a query made to the Jury or other official of the event, before the commencement of a competition, regarding the clarification of the rules and regulations of the competition. Refer to Art.125.
121.3 An objection may only be made by:-
121.3.1An adult owner or registered rider, who is involved in the competition, or their respective duly authorized agent, or the duly authorized guardian of a minor, competing in the competition.
121.3.2 The Chef d' Equipe.
121.3.3 The NF Representative or an Official of the event.
121.4 No person is permitted to enter the Jury Box unless he has been summoned to do so by the President of the Ground Jury.
122 Time Limit
122.1 An objection must be lodged within the following time limits:
1.1 Concerning the eligibility of any rider or horse - not less than 10 minutes before the commencement of the competition.
1.2 Concerning the course, obstacles, plan or anything related to the manner in which the competition is to be conducted not less than 10 minutes before the commencement of the competition.
1.3 Concerning any incident or decision arising during the competition not later than 20 minutes after the announcement of the results.
123 Appeal
123.1 An Appeal may be made against the decision of the Ground Jury on an objection lodged. For such an appeal to be legal it must be in writing, lodged with the President of Appeal Committee, within one (1) hour of the previous decision of the Ground Jury. No fees are required with an appeal but those lodged with the original objection are retained until outcome is decided.
The NF Official Representative or such person as nominated by the NF will act as President of the Appeal Committee. If an appeal is lodged, the President of the Appeal Committee may deal with the matter directly, or, if he deems it necessary, call upon two suitable persons to form an Appeal Committee. The decision of the Appeal Committee is final.
124 Referral to Federation
124.1 The foregoing shall not prevent any matter being drawn to the attention of the Federation for any actions the Federation may deem appropriate. However, reports lodged with the Secretary General 10 days after the event will not be considered.
125. QUERY
Any rider, or agent, who has a query, rather than an objection, at any time during the show, must, for it to be valid, make it in writing, address it to the President of the Ground Jury, and lodge it with the NF Steward. No deposit is required with a query.
HORSES 126 - Eligibility
Only horses, which are registered with the NF, are eligible to compete in Events run under the Rules of the NF. (Hors Concours included). The Federation may, at its sole discretion, permit foreign riders/horses (i.e. those affiliated to a foreign Federation) to compete in national competitions subject to the following conditions:
a) Written application for such permission is received by UAE Federation from foreign Federation.
b) Full documentation is received by UAE Federation in respect of registration of both horse and rider. Refer to Art. 127 and 128.
Registration - Horses
127.1 All horses entered in events must be registered with the Federation. No horse under 4 years of age may be registered. To secure registration the owner is obliged to furnish the Federation with Identification Documents, and with up-to-date equine iNFluenza vaccination details, both completed by a qualified and NF approved veterinary surgeon.
127.2 The Secretary General will keep a register of horses showing full details.
127.3 Horses must only be registered, entered and compete in competitions under their registered names. Should an owner wish to change a horse's name, application must firstly be made to the NF for authorization and subsequent amendment of the register. Animals holding FEI passports will be registered with and may only compete under their FEI registered name.
128 - Horses - General
128.1 When a horse/rider combination is experiencing extreme difficulty or is considered to be a danger to themselves or others, the Federation may, at its sole and absolute discretion, and following extensive enquiries and consultation with owner/rider/trainer, direct that a particular course of action must be taken by the owner/rider. Such directions by the Federation may include a) obligation to compete Hors Concours at a lower level, b) abstention for competition and obligatory training to rectify the problems, or any other course of action, which in the opinion of the Federation might resolve the situation.
128.2 Club Managers are required to carefully monitor the competence/suitability of their riders/ horses.
129 Riders
129.1 Person Responsible: In all matters the Person Responsible (P.R) will be the rider. As per FEI Rules.
129.2 If a rider is under 18 years of age, the Person Responsible (PR) for his horse must be nominated by the NF or Chef d'Equipe and may be the owner, a parent of the rider in question, Team Coach, Team Veterinarian or some responsible adult. If the NF and/or Chef d'Equipe fail to nominate the P.R. any one or more of the owner, a parent of the competitor, the Chef d'Equipe, Team Coach and/or Team Veterinarian may be viewed as the P.R. In some circumstances, the Legal Department may be able to establish that a minor is involved, but the determination and the designation of the P.R. for such a minor remain the responsibility of the NF and the relative Club Manager.
129.3 However, in addition to the above, and in certain particular circumstances, the NF may consider that some or all of the responsibilities/liabilities rest with the Owner, relative Club Manager, Official Veterinary Surgeon and/or the Official Trainer. In such cases the NF may also, if appropriate, apportion responsibility/liability to any one or more of such persons.
129.4 The term 'Official' necessitates verifiable appointment by NF or Club relative to appointee in question, it having been made and authorized by NF or Club relative prior to competition involved. The term 'Owner' will be considered to be as shown on Official Horse Passport.
129.2 Registration
- To be eligible to compete all riders must be registered with the Federation, each with a Category License. (Hors Concours included).
- To obtain a License to compete riders must make application to their respective Club Manager, who in turn makes application to Federation. The rider's License refers exclusively to the applicant Club. Thus riders will normally only represent his parent Club.
- However, should a rider wish to represent more than one Club, he must firstly make application to his parent Club Manager, who may should he so decide, make further application to the Federation in respect to additional and specifically named Club.
- In all cases only the Manager of the parent Club may apply for Riders License.
- The final decision regarding all Licenses remains solely and exclusively with the Federation.
129.3. Categories
Riders will be divided into four (4) Categories, A, B, C and D. Within Categories A and B there will be three (3) sub-divisions, e.g. A1, A2, A3. Within Category C there will be two (2) divisions. Category D will not be sub-divided but may include a Special Section for Children. The actual sub-divisions will be regulated by a) Fence dimensions, b) Technical Difficulties of Course Design and c) by the speed per meter. Riders in one Category may not compete in any other Category. However, with the stated approval of the Federation and the Ground Jury, riders may participate 'Hors Concours' (refer Art 135) in any lower Category.
The selection of Category for riders will be decided by parent Club Managers each year anew.
Club Managers are required to carefully monitor the competence of their riders.
Once a Rider's License is issued that rider may not downgrade within the same season.
However, a rider may be upgraded to higher Category on 01 January.
A rider upgraded may not down grade within the same season. Riders who compete, during the season, in any FEI Nations Cup or any FEI Grand Prix or FEI World Cup Qualifier/Final will automatically be upgraded to NF Category A.
Such riders may not downgrade within the same season. Category D riders may upgrade to Category C at any time, but may not down-grade within the same season.

Note: OCs may combine adjoining Categories provided that a) Height and Speed regulations are compatible and b) separate Sections are provided for the prizes. Riders may only enter and compete on a maximum of three (3) horses per class. All horses may only compete a maximum of twice (2) per day and only three times per Show/Event. However horses which compete in Category A1 may only compete in one (1) class on that day.
The NF may, if the demands require it, license competitions specifically for Young Horses, i.e. four and five year olds. Age calculated from January 1st .
CoNFined four year olds. Max height: 85 cm. One round only. No time allowed or Time Limit. Horses may only compete once per day.
CoNFined five year olds. Max height: 95 cm (first round), 110cm (second round). Speed 300mpm. Horses may only compete once per day.
The Young Horse classes may be run as Sections of other suitable Classes, but must remain separate sections coNFined to relative age groups. Entry Fees and Prizes optional.
Category D Riders holding D License.
D. 95Max 300mpm Training Level.
- Clear round jumping, over one or two rounds, never
- against the clock.
- Horses competing in D Category may compete twice (2) in the same competition, provided they are ridden by different riders of the same Category. However, horses may only compete a maximum of three (3) times at any Show.
- Riders in this Category may not compete in any other division.
- REFUSALS: In this Category riders will only be eliminated following their third (3) refusal. (First refusal 4 penalties, Second refusal 8 penalties).
Notes: In all Categories the MAX height stated refers only to first round only.
129.7. Young Riders: Those in the year they reach the age of sixteen (16) until the end of the year they reach twenty-one (21). As per current FEI Rules.
129.8. Junior Rider: Those in the year they reach the age of fourteen (14) until the end of the year they reach eighteen (18). As per current FEI Rules.
129.9. Child Rider; Those in the year they reach the age of twelve (12) until the end of the year
Notes:
1. OCs may, with the permission of the Federation, include Special Sections for YRs, Juniors and Children in regular classes as per 2 below.
2. YRs may compete at Category A or B level, Juniors at Category B or C level and Children at Category D or lesser,
3. For FEI Classes for YRs, Juniors and Children the FEI Rules will apply.
4. The Federation may, from time to time, license classes for Child Riders of ages lesser that those above (129.9) or to permit these riders to compete in selected normal competitions. However the responsibility for such riders remains solely with the parent/s.
5. The NF may permit Junior Riders (see 129.8 above) to compete, once per calendar month, in competitions which are one (1) Category Higher than their current Rider Registration Category. Application to so do must be made in writing to NF by respective Club. Riders availing of this facility will retain their original Registered Status.
GENERAL RULES FOR COMPETITIONS
130 Competitions for Mixed Categories
130.1 Organisers may hold competitions for combined Categories, e.g. A and B, or B and C, provided that the respective height and speed regulations are compatible and each has a separate Section for prizes.
130.2 In the event of a competition attracting four (4) or less competitors the competition must be abandoned or amalgamated.
131 Recognition
131.1 No competition shall be recognized by the NF unless judged under U.A.E. Equestrian and Racing Federation Rules, or in the case of International competitions, under the Rules of the FEI.
132 Entries
132.1 Organisers will make appropriate arrangements to invite entries for each competition included in the schedule of the Event. Such entries will then be forwarded to NF who will ensure that only eligible horses and riders are allowed to enter. Late entries will not be accepted.
132.2 A complete start-list of competitors and horses, including any changes in the published programme, must be supplied to the Official Representative of the NF and to the President of Ground Jury not later than ten minutes before the start of the competition.
132.3 When the Starting Order is decided by a draw, horses are required to compete in such drawn order. In classes where the clock is a deciding factor, horses must compete in their drawn order. In particular circumstances the Ground Jury may, at its sole discretion, permit an entry to 'move up' but never "down" on the start List. However, in a Jump-off such horses must return/compete to its original drawn order.
132.4 The Ground Jury may, at its sole discretion, permit a rider eligible for the competition to be substituted for a rider already entered in the competition, provided both riders are registered in the same Category. However, a rider from a differing Category may only participate 'Hors Concours' as the substitute rider. (ref Art 135). Horses entered or not entered in a competition will not be substituted for any other horse already entered. Art 132.1 applies.
132.5 No competitor may enter or ride more than three (3) horses in the same competition.
132.6 In competitions coNFined to Category D riders, a horse may compete a maximum of twice but with a different rider from the same Category each time. In no other competitions may a horse compete more than once in the same competition nor more than twice on the same day or three (3) times at the same event. Horses which compete in class for Category A1 may not compete in any other class on that day.
133 Veterinary Examination
133.1 Horses attending a show and/or entered for competitions may be required by the Official Representative of the NF, the NF Veterinary Surgeon and/or the President of the Ground Jury to undergo a veterinary examination (including blood/urine sampling, and/or swabbing) before being allowed to compete or subsequent to competition. Examination of Boots/Bandages, Saddlery etc may also be conducted. The decision taken by acting Officials following such examinations will be final and binding.

134 - Prizes/Rosettes
134.1 In all competitions prizes and/or rosettes will be awarded to the highest placed 25% of competitors.
134.2 With the consent of the Federation championship rosettes may be awarded for particular competitions during an event.
134.3 Participation in the Prize-giving Ceremony of placed riders is compulsory. Failure to do so without seeking prior permission and obtaining same from the President of the Ground Jury should entail the competitor losing the classification, trophy / prize-money and points (horse and rider).
134.4 A Special Rosette may be awarded to 'the Best Turned-Out' combination in all classes coNFined to children.
134.5 A Special Rosette may be awarded to the highest placed Young Rider, Junior or Child Rider in any class for which they are eligible. 134.6 With the exception of Categories A3, B3, C2 , D and Young Horses a formal prize-giving ceremony must take place.
135 Hors Concours
135.1Under this Rule, at the discretion of the Ground Jury and the Show Organizer, horses may participate 'Hors Concours' once per day at or below their riders' Category level, provided both the rider and the horse are registered with the NF and have been duly entered as per scheduled conditions. Horses/Riders permitted to take part in a competition Hors Concours will not be eligible for any prize in that particular class. Any horse, which takes part in a competition Hors Concours will not be eligible to compete/participate in the same discipline on the same day, but may compete/participate on subsequent days. Hors Concours entries will start first in all competitions.
135.2 Organisers, having obtained the permission of the Federation, may on occasion, schedule a Special Training Class, where riders of all categories (excluding D) may participate together Hors Concours, provided that the course difficulties and heights are set at the Medium of the Categories included. Riders and Horses must be registered with NF and pre-entered as per scheduled conditions. Each horse may jump only one round in this class. Prizes/prize-money optional. Entry Fees may be charged. Courses must be laid out in a fashion that is clearly suitable for training purposes. This class may be sub-divided into sections, with fences of different heights, if authorized by NF. Horses that participate in these classes may not compete in other classes on the same day. When this class is provided in schedule no Hors Concours entries may be accepted in any other class at the particular Show.
136 - Organisers
136.1 Organisers must publish in the advance and final Schedules the following details for each Show Jumping competition in an event:
a. The Category of eligibility according to Rule 129.
b. The Words "UAE EQUESTRIAN & RACING FEDERATION COMPETITION"
c. The Rule/Art numbers which apply to each class.
d. Any special rules as authorized by Federation which will apply e. Details of the total prize-fund, together with the actual breakdown of each placing in each competition.
136.2 In compliance with UAE National Law no event may commence without the presence of Ambulance/Medical Services. Show Organisers are therefore obliged to ensure that Ambulance Services, together with Treating Veterinary Services are present prior to and throughout their event.
136.3 Draft schedules must be sent to NF in adequate time, prior to publication, should amendments be required, and at least two weeks prior to proposed event. The Organisers must supply to the Secretary General of the NF within 5 days of completion of the event, the following in respect of each competition: a. A list of all starters, together with their results. b. Lists of all placings on the Federation's standard report form and signed by two members of the Ground Jury of the competition.
ANNEX A
End of Year Points Awards
Riders may accrue points with Horse/Rider combinations in competition and each rider will qualify only with his highest rated combination. The individual horse/rider combination with the highest number of points will be the winner in each Category. Riders may be eligible for the award of their riders' category at that time. Annual awards may be made to the winners of the following sections:
FEI International Classes.
National A1. B1. C1.
Points will be awarded as follows:
International FEI Grand Prix/ W.C. Qualifiers: 20,12,8,6,4, 2. International FEI 1.35cm+ (Qualifier for W.C. Qualifier): 15, 9, 6, 4.5, 3, 1.5.
International FEI 1.34cm- (and below) and Speed Classes. 10, 6, 4, 3, 2, 1.
National A1, B1, C1. 10, 6, 4, 3, 2, 1.
National and International (FEI) points will remain as separate tables. The NF may schedule Awards Points Table for YRs, Juniors and Children, as per National scale above.
National Championships Show:
The Federation may schedule a National Championships Show at the latter part of each season. The Competitions coNFined to Categories A and B riders will be coNFined to UAE Nationals. Competitions for each Category will be included and entries may be coNFined to the top fifteen (15) riders (on points won on one (1) horse) in each Category. Riders will compete with one (1) horse only.
Special Awards:
In all competitions throughout the season for which YRs, Juniors and Child Riders are eligible, a Special Rosette may be awarded to the highest placed YR, Junior and Child.
Annex B
Medication Control Programme (MCP)
The NF has a policy of zero tolerance to all substances listed on FEI List of Prohibited Substances. This includes medication utilized which may cause hypersensification of limbs. The methods and procedures used will mirror current best practice as decided by FEI. The Tests are mandatory on all and may be conducted on all horses attending the Show/Event, whether the animal is competing or not. The actual penalties to be applied to the Rider (P.R) (ref Art 129) have been decided and are of the most severe nature (See below). Such penalties are automatic and without Right of Appeal. P.Rs (Riders) are strongly advised to fully familiarize themselves with relevant FEI and NF Rules.
MCP: Penalties
First Offence (Lifetime)
- Forfeiture of all prizes/prize monies won at the Show/Event at which the positive sample was obtained.
- Severe reprimand.
- Fine of 5000 Dhs. - Ban from participation in all National and International Shows/Events for one (1) month from date of issue of results by NF.
Second Offence (Lifetime)
- Forfeiture of prizes/prize monies won at the Show/Event where the positive test was obtained.
- Severe reprimand and Final Warning.
- Fine of 10000 Dhs.
- Ban from participation from all National and International Shows/Events for three (3) months, from the date of issue of results by NF.
Third Offence(Lifetime)
- Forfeiture of all prizes/prize monies won at the Show/Event at (Lifetime)
- which the positive test was obtained.
- Most severe reprimand.
- Fine of 20,000 Dhs.
- Ban from participation at all National and International Shows/Events for a minimum of one (1) calendar year from the date of issue of results by NF.
Note:
The Ban imposed will remain in place until fine imposed and prizes/prize monies are fully paid/returned to Accounts Department, NF. FEI will be officially iNFormed of all details of each case.
